| Colombia’s Afro-descendant rural communities have specific collective rights to land, but face multiple challenges in exercising them, particularly due to ongoing violence by armed and criminal groups. This report, “We Must Ask for What Is Already Ours”: Afro-descendant Women and Access to Land in Alto Mira y Frontera, Colombia, focuses on the Afro-descendant community in Alto Mira y Frontera, in the southern Colombian state of Nariño. It specifically documents how continuing violence, fear, and continuing forced displacement in rural area have negatively impacted community members’ ability to access and benefit from already titled collective land, disrupting livelihoods and deepening poverty. These difficulties are compounded by slow restitution procedures for displaced individuals and communities, leaving survivors in limbo while they wait to return to their land. Afro-descendant women face even greater challenges in exercising land rights due to traditional gender norms and the ongoing threat of violence against community leaders, which have prevented women from getting involved in council boards and meaningfully participating in their land’s management. Human Rights Watch calls on the government of Colombia to implement the often complex and structural changes needed to address the ongoing violence that impedes Afro-descendant communities from accessing land. Colombia should improve prevention and protection measures, including through adequate resourcing and implementation of the 2016 Peace Agreement. The government should also provide restitution and other assistance to displaced individuals and communities. Afro-descendant community councils should strengthen their structures, including by encouraging and facilitating women’s participation.
